Overview: Caltha LLP was retained by Hennepin County, Minnesota to conduct a Limited Phase 1 Environmental Site Assessment within a highway corridor in advance of planned reconstruction activities. The project included the detailed review of all properties within a specified distance from the right-of-way. A total of 347 properties were evaluated using a screening method to categorize properties based on risk factors. Secondary screening and detailed risk assessment was conducted for higher priority properties. The final risk screening process identified two high priority sites which were selected for Phase 2 investigation. The assessment also recommended actions to address excess fill generated during construction under Minnesota Pollution Control Agency unregulated fill guidance.
