North Carolina CAFO General NPDES Permit Reissue

The North Carolina Department of Environment, Health, and Natural Resources – Division of Water Quality has revised its general NPDES discharge permits for confined animal feeding operations (CAFO). The current general permits for waste systems at swine, cattle and dairy and wet poultry operations will expire on Sept. 30, 2009. Operators of swine, cattle and poultry farms who come under the state general permits for wastewater systems need to apply for renewal under the new permit before April 1, 2009.

General permits set requirements for waste management activities common to facilities of a particular type, and are issued as a class every five years. General permits for animal operations are issued along with certificates of coverage that address specific requirements for each facility.

The new general permits differ from the current permits in some operational, monitoring and reporting requirements. The most substantive change to the current permit is that application of waste must stop within 4 hours of a National Weather Service (NWS) issuing a warning of a hurricane, tropical storm or flood watch for the county in which the CAFO is located.

SWPPP Training – Stormwater Training

Caltha LLP offers a wide variety of SWPPP Training courses developed to meet the requirements of individual States. Separate stormwater training programs are provided to Industrial, Municipal (MS4) and Construction stormwater dischargers.

Training is offered in a number of flexible formats, ranging from traditional classroom training presented periodically in different locations, to facility-level training conducted at individual sites to meet employee and/or contractor training needs. Caltha offers web-based and remote training options. Caltha also creates facility-specific training materials and conducts “train-the-trainer” sessions for facility training staff.

Caltha also offers stormwater training options especially designed for small groups or small organizations.

New North Carolina (NCDENR) Stormwater Rules for Discharges to Sensitive Water

New Division of Water Quality stormwater rules became effective October 1, 2008 in North Carolina for coastal areas which drain to shellfishing areas or other high value water resources. The new rules regulate new development and redevelopment projects. The major areas for change are 1) coverage (non-residential), 2) low density thresholds, 3) design storm requirements, 4) wetlands and impervious surface calculations, and 5) vegetative buffer size.

In areas within one-half mile of shelling fishing areas, percent impervious cover must be <12%>MS4 stormwater discharge permits as they are reissued.
